I am interested in reverse engineering a video effect, that is composed of different parts. I'll try to split it into different questions as advised on StackExchange Meta.
Part 1: TV-Noise effect

I want to apply the effect to a webcam video and wonder if I can not only apply the overlay effects, but filter the face or whole person (I already have a segmentation between person and background) to look like a cartoon.

There are different howtos for creating a cartoon look:

When I tried them, they worked okay for the outlines (probably quite good with the right tuning), but they hardly managed to get a really flat color look of usual cartoons / animes.

With 100% correct outlines I could probably try something like finding the mean color inside an area and filling that area, but this probably won't work as real-time filter, so I would prefer something that allows to match the areas in an inverse manner as the outlines are determined.
